It was asked in another thread and not really answered so I'll ask it here:

I don't think there's much that can be done. EOs are supposed to be used for policy, not lawmaking.
If the President creates a full-scale law using an EO, then it could be challenged in court, though that's been tried before and hasn't worked.
Since the House holds the purse-strings, the Reps could choose not to fund whatever mechanism is required to carry out the EO.

I would like to know what the protocol is for fighting EO's, too. It has to be more complicated than Obama simply issuing an EO and it's a done deal.
