I'm not sure if 'driven by' is the right word.

Most of these laws were written in the late 80s early 90s. At that point there were what 1 maybe 2 breweries in Louisiana?? Breweries didn't start popping up in LA again until the 2009.

So new breweries open under the existing laws and they don't have the time or money to fight the Beer Industry League of LA and congress for changes.

ETA: Its worth noting that at the time these laws were passed AB still had their wholesalers signing exclusivity contracts. So this basically meant the largest distributors in the state had ZERO incentive to change these laws and make it easier for new breweries to open up.
