To reference Zach's earlier point.

One wonders. How many Americans died of AIDS after contracting it from a perfectly legal immigrant who had it once we stopped banning those with AIDS from immigrating? You KNOW this can't be an insignificant number but, it was an "acceptable" number when compared with the "visual" of keeping people of color from seeking American medical services.

You can pretty much bet that someone ran the numbers and they determined it was an "acceptable" problem.
