The big problem is that if they cut it entirely in the 2015 Fiscal Session is that the state would see no fiscal savings for at least 2 years, and the mass exodus of the industry would take some additional revenue creating even more sever budget shortfalls.
The film program could be improved, but it will never have a positive ROI. Ever.
