Well it also depends on how talented the non-experienced players are too.
If you're talking about experienced 2 and 3-stars vs. 5-stars, than no doubt those players are much more talented.
But if we're talking about a 4-star CB with a season of experience vs. a 5-star with no experience, gimme the 4-star any day, at least until the 5-star develops and is ready.

Ok so for the sake of argument...
Would rather a 5 star true freshmen start over a 2 or 3 star veteran with a season of starts under his belt??
