Have you been there on a weekend night? Lately there's been plenty of people. Main Street from about Capitol to Preston has almost 2 dozen restaurants and bars. If you're wondering around Bell St and Fannin sure, there isn't anything there. North part of Main has plenty going on. Also there's a handful of places within a couple of blocks of House Blues on the south end of downtown.

My father lived at the Inn at the BallPark across the street from Minute Maid for about 6 months from September-Feb. It was deserted. We had to drive to the Galleria at night to go out.
