He supplies them with weapons. The SAM launcher came from Russia. You don't just pull the trigger and the missile goes. It requires a lot of training, training that comes from Russia. The "rebels," are run from Moscow. One of their top commanders is an active-duty GRU officer.

Putin's fingerprints are all over this. Did he tell them to pull the trigger? Probably not. Is he embarassed and inconvenienced? Probably. But he set up the circumstances for it to happen.
