I have a solution no one has mentioned.
How about financial ramifications for the baby daddy's?
Once a child is added to the welfare roles, the state goes after the man listed as the father on the birth certificate for financial support using the same model of family court ordered child support.
Establish consequences for these assholes, make them pay for their kids instead of society and there will be more pulling out.
