What about a partial ban of smoking outside of your personal property? No smoking in parks (drinking beer in parks is illegal where i live but not enforced), no smoking in front of door entrances (like california), no smoking on gov't grounds, no smoking on patios of bars. We could have designated smoking areas in clusters of businesses.

This is already happening. There is a complete smoking ban on the Ole Miss campus (including the outside)

They did this at UGA too.

They've already found that it's virtually impossible to enforce, and you honestly wouldn't know that there was a smoking ban in effect if you walked through campus. People just ignore it and light up anyway.

LSU is instituting this soon. I can remember sitting in Allen Hall, the Union listening room, etc., waiting for my classes to begin while puffing on a Marlboro. That seems like ages ago. Well, it pretty much was "ages ago."
