It has always been. Segregation just means the groups are separate.
The list of the top 25 segregated cities I posted earlier - for instance - does not rank based on cause - but on actual segregation as revealed by population data.

So if people choose to live in a community of people who share their ethnicity, it's the same as if people are forced to live in a community of people who share their ethnicity?
