I think he is saying that no matter what it really was they damned sure weren't going to call it a terrorist attack.

AA587 went down 11/12/2001, I was very close to this investigation, the most likely cause, or a least a major contributor, was a poorly designed rudder lockout system, the debris field was highly suspect as well, as certain parts were so far from where they should have been, and were not consistent with the aircraft simply "crashing" shortly after departure, that there was ample reason to investigate the possibility of terrorism, as the country was reeling from 9/11, and Airbus couldn't afford to have one of their fleets grounded, the blame was placed on the pilot, for "rudder walking," because it had the least economical/fear factor impact, a friend of mine flew that actual aircraft to JFK from SJU, the night before, and he was interrogated at length by the FAA, NTSB, FBI, AA, and Airbus, under the veiled implication that he had somehow sabotaged the plane
