I'm not aware of any bans on plasmas. To meet energy standards, they did have to get more aggressive with the ABL circuit to curb power consumption in bright scenes, but that's not why they're giving up on plasma. They're giving up on plasma mainly because they can't make it do 4K, and 4K is where they see the profits coming from the next few years. They've gone all-in on 4K. A few years ago, it was 3D.

Now all that's left is LG, and their plasmas are worse than LCDs from what I've heard.
