I can't answer that, brah - lots of people were acting on their own authority - I don't want to second guess them, but there wasn't a lot of coordination or proactive measures being taken for a few days.
We (the Guard) were literally in reactive mode until sometime Wednesday afternoon - really Thursday, before we could become proactive again.
