I'm not defending the administration or the agency, I'm just relating what I know from my experience. I will take issue with you on the incompetence descriptor. Knowing you need it but not having the money to do is different. People that work for the Army use way outdated computers that can barely function in a Windows XP environment. They'd love to have better but there is no money for that.
