Romney's fire up the base remark was made to a very small group of that base and was recorded and released to the public. Nothing wrong with that, other than stupidity. However, he made the mistake of insulting a large group of the population and highlighted the "us" vs "them" mentality. It wasn't unreasonable for many to believe he saw them as a part of "them" as his wealth was greatly reported with extravagant examples.
Most Americans don't like Congress - either side - and don't consider them a part of "us". Apart from a very few overly sensitive, way too personally identified people will take offense to Rand's joke and those people wouldn't vote for him ever.
People have to stop using such little things as a "gotcha" and put their energy in the real stuff. People on both sides. And people in the middle need to start calling them out for it more.
