Not sure I understand their thinking. So everyone is supposed to have the same rating? If everyone is supposed to have the same exact ratings, why have a rating system at all?
Shouldn't a new employee of less than a year have a lower rating of an employee that has been there longer than a year? You know that whole thing of I know more about my job than a newbie.
