If the SG effort is wanted so bad by so many people then why haven't they been able to get the required number of signatures yet? If it's not just a small grassroots movement, then where are the signatures?

Has this question been answered yet?

It takes time to get the signatures, and it takes time for people to become engaged/informed. The St.George petitioners get hundreds of suugnatures every week. Until such time as the signatures stop coming in, the arguments like yours are moot.

I'll answer your question using myself as an example. I support SG because I am philosophically in favor of more localized gov't and think it will lead to better schools. My kids are in private school, so I don't have the same motivation as SG residents with kids in public schools. I signed the petition a few month ago because I happened to be driving by one of the signing locations. My wife just signed the petition a couple of days ago because we received a petition in the mail, and that was the first time she had the chance to do so without seeking out a signing location.

Partly because the SG tax estimates fluctuate more than the NASDAQ.
