It wasn't to keep Southern out. I know that's the direction you're headed.
Frankly, it would look pretty bad if Southern was built right there.

Southern moved to The Bluffs in the early 1910's. One of the nicest and most picturesque patches of land in the Baton Rouge area. The lakes were dug out of swamps in the 1930's as public works project.
