Definitely has the kind of frame that somebody should take a chance on. Looks a little stiff/awkward, but that is to be expected for a high schooler who just had a growth spurt. Like how he uses his hands/arms.
Not sure, but I think the LSU camp in June is open and July is invite only, but they often ask kids who perform well in June to come back in July.
You can also try to email Jimmy Smith at Nola.com, Sonny Shipp at Geaux247, and Demetric Warren at Varsity Preps. They will probably be happy to help you out with info on some private camps and combines and how to get in touch with the right people at different colleges. All are well connected and often willing to help kids out.
