If he's hiring her without an agency, there are certain legal hoops he must jump through to sponsor her visa. Check out the type that she is getting and make sure it's a legitimate working visa in Canada, and not some tourist visa. If it's the former, she will have legal rights, but if it's the latter it sounds a lot like a scam and there are many Filipinos sold into slavery in Asia and the Middle East this way.
