There are tons of free educational seminars on AIDS, free testing and countless other services that are offered. These services are usually held in the inner city. It's not discrimination if they choose not to go and take advantage of these services.

People with HIV/AIDS do not have to disclose that information to employers or housing agencies.

You're looking at discrimination as racial discirmination, when there is probably a ton more dicrimination in the black community against gay black males. This campaign seems like an educational one that addresses some of those issues.
