In all seriousness, you'd need to convince the IOC to have the Games in May or June. The Summer Olympics are typically held in August and September, which is the peak of hurricane season. Additionally, you'd need to make sure the venues and infrastructure are practically bullet-proof, and delay as much construction into the Olympic year itself as possible, because you don't want a hurricane knocking down the facilities the year prior to the Olympiad.
And that's just the first hurdle. A lot of other things would have to happen. It's not impossible, but New Orleans and the surrounding area need a major facelift for it to occur.
