Don't know if that should be the way it is for QBs. There is still SO much more that a QB has to develop - both physically and mentally from the time he is 14 years old to when he's a junior/senior in HS.

If never develops any more physically minus gaining muscle, he will be great. I agree with mentally, but that is where hard work in the film room, classroom, and practice reps come in. The majority of his family has played football so he should have no problem maturing mentally.
On the thing of offering early, it's here to stay. Technological advances (social media, hudl, ), plus more money into things like recruiting, scouting, etc, has made it inevitable. Training and prep facilities are popping up everywhere, ESPN, NIKE, and UA are setting up camps everywhere giving nobodies (at earlier ages) even more exposure. In 20 years, a late bloomer will be considered somebody you haven't heard of til their sophomore year.
Can't be left in the dust thinking in te old ways.
