Obamacare was crammed down the throats of the U. S. citizenry by 1 party vote, now the president is unilaterally making changes that clearly help out Democrats in the upcoming elections (as other posters have stated), so do all of these EOs fall under the constitutional "gray area"?

And if a Republican is elected president, what could he do to the law that would fall under this "gray area" definition? Suspend the mandate indefinitely? Not letting able bodied people, who refuse to work participate? Allowing doctors to not participate and not to have to report to the Feds? And on and on...?
