People in public really don't even look each other in the eye, and are generally very cold and in their own world.

The south has the friendliest people you'll ever meet, but we're a shade stupider (on average) than the folks out west, so I guess it's a trade-off. The point earlier about the fast food workers is 100% correct, so I guess it's all about what's most important to you.
