I own partial shares in things due to this. Yes. They will offer partial shares.

Yes you will receive your dividend payments on your fractional shares and yes you can reinvest to your dividends to purchase additional fractional shares. Assuming this is an option to have performed automatically and if this not you can redirect the dividends to be deposited into your MMA (assuming you have a brokerage account such as Scottrade, TD, Etrade, ED Jones, etc.) to then turn around to purchase fractional shares. Based on your post that you currently own fractional shares you should be able to purchase additional fractional shares assuming they have not changed this option.
This is based solely on the information you provided in your OP. Check with your financial advisor (if you have one) for mode precise information and direction.
ETA: Just re-read your OP. The issue of whether you will receive a dividend on fractional shares or fractional shares in lieu of dividends Is solely based on how the dividend issue is provided. Some will perform stock splits in lieu of issuing dividends for cash flow purposes of which you will still receive fractional shares if allowed and offered by the company. Each offering is different and subject to the terms of the issuer.
