There is a seat for the spring on a Glock and there is another ridge slightly above the seat. The spring will sit on the 2nd seat and the weapon will still fire but it will not cycle rounds correctly.
So is it supposed to sit on the one closest to the barrel?

Yes. You will be able to tell when the spring is loaded correctly as it is not supposed to sit on the second ledge. It is easy to make this mistake when cleaning and reassembling quickly. I did it once and could not figure out what in the hell was wrong. I even took the pistol apart at the range and didn't notice the spring. When I got home to clean I realized what was wrong so I went back to the range after seating the spring correctly and it cycled like a champ.
