I think anything over 30 yards should be a 30 harder. It's a low percentage play when you just bomb it 60 yards up and guys are both searching for the ball in the air. Often the db just bumps the wr in the process fairly incidentally or in adjusting to the ball and it is called.

I wouldn't be against having 2 levels of PI where when a db is beat and blatantly tackles the wr it's a spot foul. It's a subjective call anyway and I think it would actually be easier on the refs to call a blatant one as opposed to incidental contact.
