Is the nfl rule different? I swear I remember it being a result of the play penalty previously.
Eta: and if I really am still making shite up, why isn't it a result of the play penalty, like offsides? Often times in these situations the defense is scrambling to get lined up correctly after running people off. Why is the offense punished for the defense's mistake?
