That's one thing that's been pointed out. The NFL mandates thigh pads and knee pads, yet still allows players to use outdated helmets.

Because legally there is a difference. They mandate that they wear thigh and knee pads now, which is a good change, but they don't mandate what kind they wear. If they start mandating which helmets they can wear then they open themselves up for more lawsuits. What if a player switches then gets a head injury that he never got before? They rely on NOCSAE for testing and certification and as long as they continue to pass them they will allow them.
