It's flawed because it's assuming that different levels of football are synonymous.
Let's say a team is 5-0 and they've played 5 teams who all have winning records but they have winning records against FCS teams.
Another team is 5-0 and they've played 5 teams who all have winning records against mid-level FBS teams.
Would your formula rate them pretty closely?

You're assuming that the level classification of a team can actually influence their playing ability. If you took the LSU TIgers and classified them Div III they'd still be able to beat Florida.
