He means how the refs approach calling the game; whether it be loose with the man to man and letting the db's get away with contact and affecting the recievers route running or whether they call it tight and don't allow as much of that. It's just a difference how aggressive they allow the db's to be.

Really obvious who he is pulling for here. Maybe he's hoping his comments get back to the refs. Looks and sounds like he wants Fla to have the upper hand here.
