How is that different though. I would think if it doesn't use past 2 effectively then it wouldn't matter either way? Am I wrong?

Yes but games in the future will pass 2GB of VRAM. If you hit that cap the game will be unplayable.
ETA: So if you need more arse to push frames just add a 2nd 660Ti.
