Want to build and leave it alone for the life of the computer (as it appears you did the old dell) or do you want to further upgrade it down the road?
if its the former - I'd say an AMD APU build would be ideal in that price range.
if its the latter - we can go with a good base and an underpowered Video Card that can be changed out later.
