TNG had a lot of forgettable episodes, IMO, but at its best it really was something special.

I can agree with this - the strength of the cast pulled them through the rough spots and at its best was very, very good. I still like TOS the best, despite the overall poor production values (at least by today's standards), and occasionally hokey script, "Spock's Brain" - but, even when they had poor material, like the aforementioned "Spock's Brain" and "Spectre of the Gun" (they had about a $500 budget for the episodes - it was supposed to be a full on western town), the characters shined through.
For threaded, "novel" like feel, B5 (which I admit I was not a fan of originally) and DS9 were ahead of their time, similar in flow and feel to shows like Game of Thrones. Part of it was the core plot - TOS and TNG had ships making stops at random places meeting random aliens with random prosthetic foreheads. B5 and DS9 were living breathing communities, with civilians as well as government/politics/religion persistent factors that gave the shows a realistic feel, despite the SciFi setting.
