The principal difference between Steam's distribution paradigm and the purported distribution modality of the upcoming consoles is that with Steam, your games are tied to your account, not to a specific unit.
I can install and log in to Steam on multiple computers and access my library of games. If the next Xbox mirrors this functionality, then fine. The game, irrespective of whether it was a download or a Blu Ray, should be tied to the user's account, and thus accessible on any console in which the user logs in.
