There was. It was "adjusted" following the 2003 year because LSU jumped over USC, another darling like Bama and Oklahoma. That damned strength of schedule didn't give the darlings what they wanted, an Oklahoma - SC title game that year and allowed LSU to get in. The media had hyped up Oklahoma all that year and said before they lost in the Big 12 Championship game that Oklahoma would have to be in the NC game because of their quality of wins. After the loss they focused on how "USC was robbed" yet LSU did exactly what we had to do and what did we get told by the media then? Oh, it's a "split National Championship." That was the very thing that the BCS was supposed to end but they didn't like the result so they changed it

QUALITY WINS was removed from the overall formula bc a media darling couldn't hack it.
Ironically enough, in 2011, when another media darling needed help despite only beating THREE FBS teams with a winning record in 12 regular season games (Bama), we were blessed with the new term for helping media darlings:
Quality Loss.
Bwaaahaaa. What a joke CFB has become.

Technically speaking SOS was a seperate component of the BCS formula. That component was removed after the 2003 debacle.
HOWEVER, the computer rankings are a component of the BCS formula and most (might be all, but some of the computer formulas are proprietary) of these rankings use SOS as apart of their formula.
In short, SOS is still used in the BCS formula, it's just not a seperate component anymore.
