Waylon Jennings? He was basically a founder of Texas Country. And Willie Nelson too. Technically, you could also say David Allan Coe, although he isn't from Texas. Maybe could add Kris Kristofferson, but he did a little of everything.
Definitely Lyle Lovett. Roger Creager is more modern Texas Country.

Radney Foster is highly underrated....one of my favorites, and puts on a hell of a show. One of my favorite albums by anyone is his live recording:
