Smith took a hard fall on his back in Sunday's 85-80 exhibition win against the Orlando Magic in Mexico City.
Shooting guard Eric Gordon, who has missed training camp practices with a sore right knee, also will not play against the Bobcats.
"Jason landed on his back and he's a bit sore, so I decided to pull the plug on him," Williams said.
