Correct - it also depends on the dithering amount. A lot of people, to optimize for web, tend to shrink the resolution to keep the size to a minimum.

That's how's I added text to a gif in gimp when I used it 
merging down the text layer to the image layer
I use cs5 now though so its been a while may I don't remember correctly
