I think this is being blown out of proportion. Once the thing is built, it's going to look great. One thing the SEZ will have - the Roman arches.
Who knows? Maybe the TAF will try to improve the WestUpper's looks and blend it in with the SEZ Upper somehow. At least they should fix the minor aesthetics and cosmetic things like the 'rusty jail' louvers and the pipe thing.
But somehow I think it's all going to come together: the NEZ paint, new windows, and plaza/grounds/street improvements, the West side plaza and lot improvements, and the SEZ Upper.
It may just come out perfect....
