Where in that bold statement does it say they had a bounty program, knew about the bounty program, took part of a bounty program, or initiated it. They are saying they take the blame for what the NFL said they found. It happened under their watch and they should of caught it.

who said "bounty program"? If the NFL, then they admitted [to the NFL's findings]
