does Payton suspension help Brees contract?

so i dont really know how the money will be handled since i have never seen a suspension of this caliber before. so this may be a dumb question.
so with the suspension of Payton for a year with no pay, he is looking to be out 8 million (which is what ive been reading) can the saints use that 8 million towards getting brees and long term contract, once the fines are paid? or does that money Payton was going to receive get frozen because of the suspensions?
just curious as to what they are going to do with the unused salary?

Maybe Vilma will get a year without pay? That would help sign Brees, but......
