After the schools, who gets the first chance to buy tickets?

no. no one gets a shot to buy any besides the schools and the bowl's season ticket holders.

Sugar Bowl ticket holders were offered the same amount of bcs title game tickets. My grandfather got his 4 to both games as always.

Lots of opinions about how tickets are distributed after the schools get their allotment. Does anyone know for sure who gets what??
