From an outsider, the Astros seem like the most logical to move out of the NL Central and into the AL West. Milwaukee is probably a bigger rival to the Cubs and Cardinals than the Astros were in a lot less time.
Also, Houston will be going from a division where they had a 1 in 6 chance of winning the division, to one where they will have a 1 in 5 chance. I think that balances out the fact that the AL has more big budget teams.
