How are they any different from each other? FTR I don't think either should be penalties, but I don't see how one is a big deal and the other isn't.

One occurs after a score, when the game clock is stopped. One occurs during a drive, when the game clock is running. It's a delay of game penalty.

There is no penalty for face guarding in college football. That is only a rule in the pros. Defenders still aren't supposed to make contact, but in college they do not have to be facing the ball.
