i actually just did a bit of research and figured out the problem.
if you have a steam copy, you need to launch the game from steam (not from the desktop me2 icon) and run the configuration app. copy your final saved game character from me1 using the prompts and then exit out.
after than you can launch me2 and import a new character. just tried it and it worked.
