So if I bought this year, and notify this year, does that mean that this year's taxes won't be screwed up? and next years will be fine?
I'm new at this...I thought the damn 20F weather while I'm 8,000 miles away was enough to worry about (pipes) and now I got this tax crap too.

That happens a lot. You'll have to call/go down to the assessor's office.
