Can LSU turn down the cap-1 bowl in favor of the Cotton bowl?

I'm pretty sure a team can decline a bowl invite, USCe or Clemson did it a few years ago to punish their players for fighting before the game.
I think Notre Dame did it a few years ago also.

i think Notre Dame declined the Independence Bowl a few years back because it wasn't good enough for them. They would rather not go to a bowl than go to Shreveport for the Indy bowl. Well, looking at it that way, I don't blame them.
