two reasons...
1 - you 'see' more pitches and get a read on him, making things happen in later at bats.. as just happened in the 3rd..
2 - the more he throws early, the quicker he is out of the game..

Bibona IS on a pitch count skthat is 1 reason.

because even if you hit it, the pitcher didn't have to do any work
